Voluntarism: The Legal Framework of the European Union 
The number of NGO’s is rising steadily and so it is their members, budget, power, scope and ways of intervention: the number of international NGO’s, active in the field of social protection has risen by 78.5% during the ‘90s, while their performance is considered as very important in regions where there are “clusters of thick globalization” to be found (Anheier et al., 2001: 7), like the European Union.

Volunteer Civilian Service in France 
The Volunteer Civilian Service (VCS) has been instituted by a 2006 March 31th Law, within the framework of the “Equal Opportunities” Law. Seeking to “develop a sense of responsible citizenship and strengthen the school-to-work transition”, this law aims to allow the mobilization of 50 000 young people in 2007. The fulltime French VCS combines: helping/working for the community, citizenship training (rights and obligations), and individual mentoring to prepare for professional life. The Volunteer Civilian Service can be accomplished in France or abroad.

Charte 
The “charte” is the document that the hosting structure has to agree with and to sign. It describes what the hosting structure’s obligations are concerning the Volunteer Civilian Service. The hosting structure will give a copy to the volunteer before he/she signs the contract for his/her Service.

Formulaire de demande d’agrément au titre du Service Civil Volontaire  
This is the application form the structures that want to host volunteers have to fill out to apply for the accreditation. The organization has to describe its activities, the number of employees and its provisional budget. It also has to explain in detail the potential program for the volunteer, including what human resources will be mobilised, and its mentoring program and its professional training. It also has to state what legal status the volunteers will have.

Vade-Mecum 
The Vade-Mecum is the document that explains in detail the Volunteer Civilian Service. It also explains what the hosting structures have to provide to the volunteers (stipend, social insurance, mentoring) and what the volunteers will do during the engagement (get involved full time in a subject of general interest for a period of 6, 9 or 12 months). The Volunteer Civilian Service is open to all legal residents in France between 16 and 25 years of age, no matter their education level.

Le decret 
“Le decret” The decree is the legal text concerning the volunteer civilian service. It is the requisites that each structure should be able to guarantee in order to be part of the Volunteer Civilian Service (SCV). It states the guidelines that each hosting structure has to follow in order to receive a volunteer and financing for the volunteer. The hosting structure has to be able to offer a mentoring to the volunteer as well as to prevent the volunteer from replacing positions of existing employees.
